Design-Bid-Build (DBB) is the traditional construction-delivery method in which the project owner sequentially (1) contracts with an architect-engineer to produce complete design documents, then (2) competitively bids construction work to general contractors based on those completed documents, then (3) contracts with the lowest responsible bidder for construction. The method's three discrete phases (design, bid, build) and separation of design and construction responsibilities give the method its name. DBB has substantial historical foundation in US public-sector procurement, where competitive low-bid principles became codified through the late-19th and 20th centuries to constrain corruption, ensure fair competition, and provide cost-reasonableness assurance. It remains the dominant delivery method for US public-sector construction in many jurisdictions, though alternative-delivery methods (CMAR, Design-Build, IPD) have substantially eroded DBB market share since the 1990s. AIA Document A101 (Owner-Contractor Agreement) and A201 (General Conditions) provide standard DBB contract forms.
