The Heuristics and Biases Program was launched by Daniel Kahneman and Amos Tversky's collaboration beginning in 1969, with foundational papers including 'Belief in the Law of Small Numbers' (1971), 'Subjective Probability: A Judgment of Representativeness' (1972), and 'Judgment Under Uncertainty: Heuristics and Biases' (1974). The program cataloged systematic deviations of human judgment from the predictions of normative probability theory and decision theory, identifying mental shortcuts (heuristics) that often produce useful judgments but that systematically fail in identifiable ways (biases). Three foundational heuristics were articulated: Availability (judging probability by ease of recall), Representativeness (judging category membership by similarity to category prototype), and Anchoring and Adjustment (estimates pulled toward initial reference points). Subsequent decades expanded the catalog substantially — confirmation bias, hindsight bias, framing effects, base-rate neglect, the conjunction fallacy, and dozens more. The program produced Prospect Theory (1979), influenced behavioral economics decisively, and earned Kahneman the 2002 Nobel Prize in Economics (Tversky having died in 1996).
