Universal Grammar (UG) is Noam Chomsky's foundational theory holding that human language acquisition is enabled by innate linguistic structure shared across the species — a 'language faculty' that constrains the form of possible human languages and explains how children acquire complex grammatical systems from limited and degraded input (the 'poverty of the stimulus' argument). Chomsky's foundational arguments emerged through Syntactic Structures (1957) and Aspects of the Theory of Syntax (1965), with substantial subsequent development through multiple theoretical frameworks: Standard Theory (1965), Extended Standard Theory (1970s), Government and Binding Theory (1980s, Lectures on Government and Binding 1981), Principles and Parameters Theory (1980s — substantial framework with universal principles plus language-specific parameter settings), and Minimalism (1990s onward, The Minimalist Program 1995, attempting to reduce theoretical machinery to bare essentials).
