System throughput is governed by its single binding constraint at any time.

The Theory of Constraints, developed by Eliyahu Goldratt and presented in narrative form in The Goal (1984) and elaborated in subsequent technical works, holds that any complex system is governed at any point in time by a single binding constraint that limits overall throughput, and that improving the constraint is the only way to improve the system as a whole. The Five Focusing Steps — Identify, Exploit, Subordinate, Elevate, and (when the constraint moves) Repeat — operationalize the framework, supported by Drum-Buffer-Rope production scheduling, Throughput Accounting (measuring throughput, inventory, and operating expense rather than traditional cost accounting), and Critical Chain Project Management (a TOC application to project portfolios). TOC has had substantial influence in production management and project management, though its proprietary consulting ecosystem and aggressive empirical claims have generated controversy.
