Scrum at Scale (S@S) is the Scrum-scaling framework developed by Jeff Sutherland and Scrum Inc. and released in 2014 onward, articulated through The Scrum at Scale Guide (2018, with subsequent revisions). The framework extends Scrum to large-scale organizations through modular composition: a Scrum of Scrums (SoS) coordinates Scrum Teams; a Scrum of Scrum of Scrums (SoSoS) coordinates SoS units; a Meta-Scrum coordinates Product Owners across teams. Two cycles run in parallel: the Scrum Master Cycle (focused on how work is delivered, addressing process and team-coordination) and the Product Owner Cycle (focused on what is delivered, addressing product strategy and prioritization). Scrum at Scale is positioned by Sutherland as more modular and scalable than competing frameworks, with the framework adaptable from small to enterprise scale. Scrum Inc. provides training and certification infrastructure including Scrum at Scale Practitioner and Trainer certifications. The framework competes with SAFe, LeSS, Nexus, and Disciplined Agile in the agile-scaling-framework landscape.
