The framework is articulated in US Army Field Manual 3-0 Operations and Joint Publication 5-0 Joint Planning, where it provides the structured approach for understanding the complex environments in which contemporary military operations occur — particularly relevant for counterinsurgency, stability operations, and other contexts where success depends substantially on understanding non-military environmental factors. PMESII-PT extends the earlier PMESII framework (six variables) with PT (Physical Environment, Time) to address contemporary operational complexity. The framework is typically used during the Joint Operation Planning Process (JOPP) operational environment analysis, mission analysis, and course of action development. Critics argue that PMESII-PT, like DIME, is descriptive taxonomy rather than analytical theory — it lists variables without specifying analytical relationships, weighting, or integration methodology. The framework also faces challenges from emerging operational dimensions (cyber, space, electromagnetic spectrum) that fit awkwardly within the eight categories, prompting subsequent variations in joint doctrine.
