ISO 21500:2012 (Guidance on project management) was the first International Organization for Standardization standard providing high-level guidance on project management concepts, processes, and terminology applicable to any type of organization. Developed by ISO/TC 258 (Project, programme and portfolio management), it represented a deliberate synthesis of PMBOK, PRINCE2, IPMA, and other national standards rather than competition with them, with the goal of providing a consensus international vocabulary and framework. The 2012 edition described 39 processes across five process groups and ten subject groups paralleling but not replicating PMBOK structure. ISO 21500:2012 was withdrawn in 2021 and replaced by ISO 21502:2020 (project management practices) plus a new ISO 21500:2021 covering project, programme, and portfolio management context and concepts. The 2012 edition retains historical importance as the first international project-management standard.

Common criticisms

ISO 21500:2012 was criticized as a least-common-denominator synthesis that added little above the more-developed national standards it borrowed from — Crawford, Pollack, and others noted the 2012 standard lacked the operational specificity of PMBOK or PRINCE2 while not introducing substantive new guidance
voluntary-standard status with no certification scheme and no regulatory adoption produced low practical uptake
the 39-process structure tracked PMBOK closely enough to invite 'why not just use PMBOK' critiques
the standard was developed under PMI-heavy committee influence, with European and Asian participants noting a North American methodological bias
the 2021 withdrawal and replacement by ISO 21502 reflects ISO's own assessment that the 2012 framework needed substantial revision
the standard's lifetime produced limited empirical research base, leaving its effectiveness essentially unevaluated independently of derivative national frameworks
small-organization applicability was poor.
