Implementation Intentions are specific if-then plans linking anticipated situational cues to intended responses, articulated foundationally by Peter Gollwitzer in his 1999 American Psychologist article 'Implementation Intentions: Strong Effects of Simple Plans.' The framework distinguishes goal intentions ('I intend to achieve X') from implementation intentions ('When situation X occurs, I will perform behavior Y') and argues that the latter substantially close the intention-behavior gap by creating cue-response associations that operate automatically on cue detection, bypassing self-control and decision-making failures that derail goal pursuit. Gollwitzer's substantial research program through the 1990s-2010s, consolidated in Gollwitzer and Sheeran's 2006 Advances in Experimental Social Psychology meta-analysis (94 studies, medium-to-large effect size d=0.65), established implementation intentions as among the most empirically validated behavior-change techniques. The framework has been applied across health behaviors, academic performance, exercise adherence, dietary change, prejudice reduction, and clinical conditions including OCD and depression.

Common criticisms
- Implementation intentions have substantial empirical support (Gollwitzer-Sheeran 2006 meta-analysis showed medium-to-large effect across 94 studies
- subsequent meta-analyses have generally replicated the effect, though more recent work has identified moderating conditions), but most supportive studies use student samples and short-term outcomes, raising questions about long-term and real-world effectiveness
- some null findings have emerged in field studies — particularly in health-behavior trials where implementation intentions were embedded in larger interventions and could not be isolated
- ceiling effects occur when motivation is already high (additional plan-structure provides limited incremental value when intention is strong)
- the framework's effectiveness depends on appropriate cue specification (cues must be reliable, noticeable, and not occur outside the intended context), and naive implementations may specify cues that are too general or unreliable
- potential gaming of cue specifications (specifying cues that rarely occur to avoid having to perform the response) limits the framework's applicability to behaviors people genuinely want to change
- cross-cultural applicability has been studied but not systematically validated
- integration with broader self-regulation and habit research is ongoing — implementation intentions overlap conceptually with habit-cue mechanisms (Wendy Wood's habit research) but the frameworks have somewhat different empirical bases
- the framework's effect-size attribution faces a publication-bias concern that recent meta-analyses have begun to address
- clinical applications in OCD, depression, and anxiety disorders have shown promising but heterogeneous results, with some indications that implementation intentions work differently for clinical populations than for sub-clinical samples
- broader behavior-change literature now positions implementation intentions as one technique among many (including habit-formation, environmental restructuring, identity-based change) rather than as a standalone solution.
