Foresight Cone

The Foresight Cone (also Futures Cone, Cone of Plausibility) is the schematic framework in strategic foresight and futures studies depicting the space of possible futures as expanding from the present moment, organized into concentric categories of probability, plausibility, possibility, and preposterousness. The framework was developed by Charles W. Taylor (US Army War College Strategic Studies Institute) in 1990 ('Creating Strategic Visions') and substantially elaborated by Joseph Voros (Swinburne University of Technology) in his 2003 article 'A Generic Foresight Process Framework' and subsequent work. The standard taxonomy distinguishes: Projected futures (continuation of current trends, the default future); Probable futures (likely outcomes); Plausible futures (could happen given current understanding); Possible futures (could happen in principle); Preposterous futures (deliberately transgressive provocations); and Preferable futures (normatively desired outcomes that may cut across the other categories). The cone visualizes how possibility expands with time horizon, supporting strategic-foresight exercises in identifying and exploring relevant futures.

Common criticisms
- The Foresight Cone has been substantially debated as framework rather than rigorous methodology — the taxonomy of future types (probable, plausible, possible, preposterous) provides useful conversational categories but the boundaries between categories are substantively undefined and depend on the analyst's judgment, raising questions about whether different practitioners applying the framework would categorize the same futures consistently
- the cone visualization implies a quantitative structure (probability distributions widening with time) that the framework does not actually provide — without specific probability assignments, the cone is metaphor rather than analytical tool
- the categorization of futures as 'plausible' versus 'preposterous' reflects current assumptions and biases (Inayatullah's Causal Layered Analysis substantially critiques this), with historically transformative developments (internet, smartphone, COVID-19 pandemic, large language models) having been categorized as 'preposterous' shortly before their occurrence
